Underwater minecart riding sound does not have a subtitle

The Bug

Regular minecart moving has a subtitle, so this should as well.

Reproduce

This can easily be reproduced by running the command:

/playsound minecraft:entity.minecart.inside.underwater master @a 

Observed Behavior

The minecraft:entity.minecart.inside.underwater sound does not produce a subtitle upon being heard.

Expected Behavior

The minecraft:entity.minecart.inside.underwater sound would produce a subtitle upon being heard.
