The second skin layer is not displayed

I loaded a new skin along with a second layer on the legs and head, but this second layer is only visible on the legs. I and the rest of the players see it. Checked for 1.14, 1.15, 1.16 - it is not displayed normally anywhere. But there is a funny fact that if in the game I give myself a head, then it will be with a second layer.
