Splash Water Bottles do not Extinguish Candles

To recreate:

1. Place a candle of any color
2. Light it using a flint and steel
3. Throw a splash water bottle directly at the candle
4. The candle will remain lit

I would expect the candle to become extinguished, since splash water bottles extinguish fires when thrown.
