Waterlogged candles can be lit

The Bug

Using a fire charge inside of a dispenser, waterlogged candles can be lit.

Steps to Reproduce:

1.  Place a candle and then waterlog it.

2. Place a downwards facing dispenser above the waterlogged candle.

3. Place fire charges in the dispenser.

4. Activate the dispenser.
