it is not possible for Off-Hand blocks that can be placed inside the player to be placed when holding a block that cannot be placed inside the player in the main hand

What I expected: For the torch(that can be placed inside the player) to be placed (witch do happens in 1.12.X, but don't in 1.13+) from the off-hand even if holding a block that cannot be placed inside the player in the main hand

 

What Happend:the off-hand action don't activate

 

Fix Suggestion: Make so block placeament from off-hand became more similar to 1.12.X versions
