F3 takes two presses to open debug menu after using F3+F4 to switch gamemode

After using the F3+F4 shortcut to quickly switch gamemodes, the next time user presses F3 to turn on or off the debug menu, it will do nothing on the first press, requiring a second press to toggle the menu on or off.
