"/summon lightning_bolt" does not work with the lightning rod

When a lightning is created using the "/summon" command near a lightning rod, the lightning strike falls at the player / coordinate position and not at the lightning rod.

shouldn't the lightning rod "stop" the lightning?

In my view, if no coordinate was specified, the lightning bolt should go to the lightning rod
