Cakes cannot be placed on eight layers of snow

The Bug:

Cakes cannot be placed on eight layers of snow.

Steps to Reproduce:

1. Obtain some cakes and summon eight layers of snow and a snow block by using the commands provided below.

   /setblock ~1 ~ ~ minecraft:snow[layers=8]

   /setblock ~-1 ~ ~ minecraft:snow_block

2. Attempt to place a cake on the snow block and take note of how you're able to do so.
3. Attempt to place a cake on the eight layers of snow.
4. Take note as to whether or not cakes can be placed on eight layers of snow.

Observed Behavior:

Cakes cannot be placed on eight layers of snow.

Expected Behavior:

Cakes would be able to be placed on eight layers of snow.
