Fullscreen problem

whenever I turn on fullscreen on 1.12 or versions below the game always crashes and I get this error message The game crashed whilst unexpected error Error: java.lang.IllegalStateException: Display not created. I've had this problem for a very very very long time for like a year now and it really sucks because I can't play with mods since I need to reinstall Minecraft every time i put on fullscreen and when I go into the options.txt it says false on fullscreen but it still crashes on start and I don't got time to reinstall all the time and yeah it's pissing me off so I'd appreciate any help
