Unable to Enchant Enchanted Tools

After upgrading saved games from 1.16.2 to 1.16.3 and again from 1.16.3 to 1.16.4, I am not able to enchant tools that were enchanted pre saved game update. I also believe this happened in 1.16.1 to 1.16.2 updates

Steps to Reproduce:

• [Step 1]-Enchant tool
• [Step 2]-Save Game
• [Step 3]-Update game from 1.16.3 to 1.16.4
• [Step 4]-Open save, backup, and convert from 1.16.3 to 1.16.4
• [Step 5]-Try and enchant enchanted tools

Observed Results:

Enchanting table does not recognize tool as enchantable, and so no new enchantments can be made. Unenchanted tools not impacted. Removing enchantments on enchanted tool allows for new enchantments.

Expected Results:

Enchanting table should recognize tool as enchantable and provide a new random enchantment

Notes:

Survival Peaceful mode. Noticed this in previous updates that have converted my saved game. Grinding off enchantments allows for new enchantments to be applied. No error messages.

These are new tools made in 1.16.3. Previous "cursed" tools were cast aside. 

Enchanting table has been moved but issue still exists. I would prefer not to lose the save file started in 1.16.0 but would like to keep it in Survival not move over to creative. Losing enchanted diamond tools every update also seems unfun. 

Tried to add 1.16.3 back to the Minecraft launcher and restore the old backup, and the issue is present there as well.
