The Ender Dragon can phase through solid blocks native to the end

The ender dragon is only meant to phase through and destroy blocks not native to the End. However, it should still be allowed to phase through without breaking blocks when Gamerule MobGriefing  is false. Hopefully 1.18 will then solve this and
