Mineshaft halls generating on top of each other fail to properly generate plank floor

The Bug

When a mineshaft generates over one another it can fail to generate the planks

Reproduce

NOTE: the hallway under it is a mineshaft shaft, but failed to generate the support pillars, see MC-125373.

Expected Result

The planks would generate as normal
