Dispensers do not immediately equip gear on zombies/skeletons/other such mobs

This is likely due to them requiring CanPickUpLoot to wear such items. But this doesn't seem right, since other mobs that dispensers can equip with gear such as villagers don't even have this tag in the first place and don't pick up dropped gear, yet are instantly equipped by dispensers anyway.
