fps stuck at 60 with vsync off

This happens on every minecraft version. I have checked vsync and its off yet im still capping 60 fps on all clients including the normal minecraft launcher, i have checked my Nvidia settings and vsync is disabled, when i restart my computer it fixes itself and it goes back up until i tab out then it needs to be restarted again.
