Rain through blocks on server

On my Minecraft 1.14.4 server where were still building on we often encounter issues that we know how to fix, but this one, not really. There is rain going through a roof, on multiple floors that is as well.. Would anyone know what this issue is and how to fix it?

DISCLAIMER: For some reason I couldn't select 1.14.4?
