Sign-Fence Issue in 1.6.1

When a sign is placed on a fence, you can't edit the text on it.

I was making a world in creative in 1.6.1, and I put a sign on a fence post under the one that a lead was attached to. No popup to edit the text appeared. It only acted as if I placed a blank sign.
