1.16.3 as well as snapshot will not launch

Whenever I try to launch these versions, I get this error: 

 Failed to download file.

This is odd, because I have nothing incompatible installed (I have checked) and it does say "Exists: File" instead of "Exists: False" (Or similar.)

How do I fix this issue?
