Can't change minecraft version

i have the excact same issue as MC-199052 however mine has been like this since 2016. i'm on a new computer its still the same as back then and ive restarted java launcher multiple times. fyi dont send me to this MCL-14369 page because i've done everything their suggested. the affected versions are all but the current.
