/tellraw command does not work on chat

What I expected to happen was...:
You Shoud be eable to use /tellraw in chat consisntently.

What actually happened was...:
Sometimes you can only use in command blocks or datapacks, telling the player the sintax of the command is wrong in form of red text

 Leaving the world then joining again fix the bug
