Ground generated beneath overhangs in deep areas of oceans is stone, rather than gravel

Originally found on a modded version (screenshot of that also attached), but reproducible within vanilla (coordinates available in screenshot).

This is not due to cave generation, as no caves are actually present here.

Untested on oceans with sand floors.
