Updating save to any version besides 20w08a still deletes all villagers

The critical villager disappearing bug that was patched in snapshot 20w08a is still occurring in all versions of 1.16 including 1.16.3, as though the fix was not patched through to the rest of the update versions. I am unable to update my game or use netherrite as a result, to my great dismay.
