Mobs are not longer spawning on the trapdoors (closed, top position)

Previously mobs were spawning on the trapdoors while these were closed and in top position. In 1.16.3 that got broken

Spawn still works as expected for slabs in top position. Reproduced on servers and  in singleplayer (tested in flat world )
