Skins not working

So I made a new skin for my Minecraft character but every time i load into Minecraft it just shows up as Alex. And when i went into Hypixel everyone had Steve and Alex skins, I tired everything but nothings working, so a friend and I thought it was a bug. Its also happening in 1.16.2
