Trying to dye a sheep that is 6 blocks above you plays hand animation (and dye sound)

The bug

In creative mode, trying to dye a sheep that is 6 blocks above you plays hand animation but the color of the sheep's wool did not change. Additionally the dye sound plays while doing this.

To reproduce

1. Go into creative mode.
2. Summon a sheep 6 blocks above your head.

   /summon minecraft:sheep ~ ~6.5 ~ {NoAI:1b}

3. Attempt to dye the sheep.
   → The hand animation plays, the sound along with the subtitle is displayed, despite the sheep's color not being changed.
