/setworldspawn does not work in nether

It's simple: Using setworldspawn in the Nether causes they player to respawn in the overworld when killed, even if the spawn is in the Nether. How to replicate:
Do "/setworldspawn ~ ~ ~" in the Nether
Player dies
Player respawns in the Overworld
