Dead coral and dead coral fans placed via commands are waterlogged by default

The Bug
When doing /setblock for any dead coral/dead coral fan it summons water with it despite not needing water to survive.

Replicate

Do /setblock ~ ~ ~ dead_brain_coral
Notice that it summons water with it despite not needing water
