Won't update to 1.16.3 can't get into realms

I cannot get my minecraft launcher or game to update to 1.16.3 I am currently on Latest Release - 1.16.2

I have logged out and back in. 

I have restarted my computer and game twice

I have uninstalled and reinstalled minecraft java and the minecraft installer directly from the website and followed all of the above steps. 

I still receive the client is not updated error when i click the "Minecraft Realms" button so this is not a specific realm issue as I do not even get to that point.
