Sweet berry bushes don't have random growth upon world generation

Sweet berries have 4 growth stages, but only 1 is used when generating naturally. This is inconsistent with other crops.

To reproduce, use the seed -7731129598434884049 and run the following command:

/execute in minecraft:overworld run tp @p 384 79 -44
