Fishing enchantments and enchantment levels not working

When I try to enchant a fishing rod, the boxes that say the first two enchantments come up blank and won't let me click on them. When I try to use the enchanted fishing rod, the fish I catch doesn't give me any exp/my exp bar goes up really slowly.
