Water being able to be placed in a glass pane and stick out one half

What I expected to happen was...:
I thought the water will fill up to the glass pane.

What actually happened was...:
The water went through the glass pane even though I was on the other side of it and starting flowing on the other side

Steps to Reproduce:
1. make a wall of glass panes
2. go on one side of the glass pane with a water bucket
3. click on the glass pane and it should clip through and start flowing on the other side.
