Resource Packs don't show up in the list

So the thing is resource packs don't show up in the reource packs list even after going back and again opening the resource pack menu. Please fix this, it is infuriating. BTW it shows after a couple of restarts. It happens on the vanilla versoin as well as forge and fabric. PLZ HELP.
