Jungle saplings don’t grow with vines/cocoa beans

If you grow a jungle sapling, it never has any vines or cocoa beans. Note that this is only on a single sapling, the 2x2 trees do have vines. Is this supposed to happen? I thought I remembered the small ones also growing with vines and occasionally cocoa beans.
