Scrolling hotbar slots while consuming a potion or food causes a desync and turns another potion or food into a ghost item

The Bug:

When scrolling between hotbar slots while drinking a potion, if the main item is another potion, it will turn into a ghost glass bottle that when picked up turns back into the potion.

Steps to Reproduce:

1. Switch into survival mode and fill your hotbar with water bottles by using the command provided below.

   /give @s minecraft:potion{Potion:"minecraft:water"} 9

2. Begin drinking a water bottle, and just as you're about to consume it, quickly switch to another hotbar slot.
3. Repeat this process until a desync occurs and a ghost empty bottle item is created.
