Sheep not eating grass to regrow wool

In a few of the Mashup packs i have sheep will not eat grass.

The two I've noticed it on are Cobble Clicker and Skyblock Bundle.
I've tried turning off then on mob Griefing, making new worlds, and uping the random tick speed.
