Marketplace error

So i am on Minecraft on my windows 10 PC and i am trying to buy minecoins to buy a texture pack. But everytime I try to buy some minecoins it asks for parental permission and then says to look out for an email in my inbox but I dont see any email. Plus I never set up parental permission for my xbox, minecraft, or my pc and I am 21. I have no clue what to do.
