/setworldspawn and /spawnpoint not working

Im trying to make a server for me and my friends and I want them to spawn in a certain room.  When I first tried the command /setworldspawn it worked, but then I wanted to change the seed  and I created a new world with my desired seed and the command wouldn't work in the spawn room I created, but it will work in other places.  idk why its not working anymore, especially since I made both spawn rooms the exact same
