I cant create strongholds in superflat worlds

I cant create strongholds in superflat world (overworld) i put this command
minecraft:bedrock,stronghold,59*minecraft:stone,3*minecraft:dirt,minecraft:grass_block;minecraft:plains, and nothing, no strongholds, and then i put this command then minecraft:bedrock,59*minecraft:stone,3*minecraft:dirt,minecraft:grass_block;minecraft:plains;pillager_outpost,village,biome_1,decoration,stronghold,mineshaft,lake,lava_lake,dungeon and nothing, no strongholds, the command reset to original (minecraft:bedrock,2*minecraft:dirt,minecraft:grass_block;minecraft:plains) to this <---
