function-permission-level=3 doesn't give the corresponding permissions

function-permission-level=3 or function-permission-level=4 doesn't give functions the corresponding permission levels, all functions with a command that requires level 3 or higher are disabled no matter what you set the function-permission-level to in server.properties

 

 

data pack: is initially by vanilla tweaks but modified by me to add some extra functionality, one of which ist works; kicking people if they are in a certain team, the command works if I as an operator execute it but the function (afk:ban) doesn't show up as an option.
