Sign bug when placing on a fence.

What I expected to happen was when I place a sign on a fence I expected to be able to write on the sign and press done like normal (as in 1.5.2).

What actually happened was when you put a sign on a fence without sneaking it will just place the sign on the fence without letting you type anything on the sign.

Steps to Reproduce:
1. Place a fence somewhere
2. Put a sign on the fence
If you didn't sneak the sign wold be placed on the fence without letting you type anything.
