Mobs can adjust their rotation during their death animation

The Bug:

Mobs can adjust their rotation during their death animation.

Steps to Reproduce:

1. Summon a repeating command block that summons creeper high up in the sky by using the command provided below.

   /setblock ~ ~ ~1 minecraft:repeating_command_block{Command:"summon minecraft:creeper ~ ~40 ~",auto:1b}

2. Watch the rotations of the creeper as they're in their death animations.

Observed Behavior:

Mobs can adjust their rotation while dying.

Expected Behavior:

Mobs would not be able to adjust their rotation while dying.
