Magma blocks generally do not generate at the bottom of nether lava lakes

The bottom of lava oceans in the nether is lower than the lowest points that magma blocks can naturally generate, resulting in the bottom of lava oceans being devoid of magma blocks, unlike higher up regions under lava. This previously was never an issue as magma blocks generated all the way down to 0.
