tnt doesn't damage wither right after spawning

when I tried to kill the wither with tnt, The wither doesn't have any damage when I'm returned from my netherportal. The wither took damage when I shot him wth my bow. In an earlier attempt in 1.16 ( my other attempts to kill the wither were in1.16.1), It took damage from tnt
