Cant see your skin or others

In Minecraft you can see your skin in a single player world or server. Everybody is ether a Steve or Alex. This affects all version for me. Also I bought a cape under my username on Badlion and did not get it. I hope somebody can get help. Thank you for taking time out of your day to read this. (PS) When I open Minecraft I have to go in Task Manger and cancel the 32 bit.
