Horses float on water while player is riding them without saddle

The Bug

When a horse without a saddle is mounted by the player in water, they float.

What I Expected to Happen Was...

That the horse would sink while being mounted by a player without a saddle on.

What Actually Happened Was...

The horse continued to float, even when mounted by the player.
