/effect command gives 1 more level than it's suppose to

The Bug

When I use /effect and specify the level, I get one more than that level. For example:

/effect @p night_vision 1000000 1 true

I look at my status effects:

Night Vision II

And 2 gives me III. And it's wrong and doesn't make sense.
