End cities generating incompletely.

Whenever I generate a new world, travel to the End, and locate a End city, there's always a part just missing from it. It can range from the towers to the End ship, or both. Sometimes they'll only partially generate, sometimes they don't generate at all. 

What I expected to happen was...:
for the structure to generate as normal.

What actually happened was...:
while some of the structure did generate, one half of one of the towers was missing. This had been the case for a few End cities I've visited. 

Steps to Reproduce:
1. Put a step by step guide on how to trigger the bug here
2. Generate an End city in the outer End Islands
