Parity issue: Piglin brutes do not spawn with enchanted golden axes

The bug

In bedrock edition 1.16.20 (beta 1.16.20.53), piglins can now spawn with enchant gear/weapons (The fix of MCPE-83536), this includes piglin brutes, meaning that they can spawn with enchanted golden axes. However on java edition, they will always spawn with unenchanted golden axes, unlike regular piglins.

To reproduce

1. Spawn a lot of piglin brutes in Java Edition
   → All of them have unenchanted golden axes
2. Spawn a lot of piglin brutes in Bedrock Edition
   → Most of them may spawn with enchanted golden axes
