Resource Packs are not being downloaded from the server

Unlike texture packs from 1.5 and previous version, the new resource packs version does not download from a server or even prompt the user on server join. This is a massive flaw with the new resource packs as it prevents 1.5 servers from updating unless they are willing to abandon the texture pack features of previous versions.
