Newly Downloaded Skins Don't Work

I downloaded 2 new skins, both of which when used show me as Steve when the skins are clearly not Steve. I have an old skin downloaded to my account from 2017 which works just fine when used. I searched the problem and all I could find was articles saying that all versions above 1.13 should update skins instantly. So I got on 1.14, 1.15, and 1.16 all trying to see if my newly downloaded skins would work, and they didn't work so I did the same thing with my skin from 2017 and it worked on every version.

So summed up I would say that new skins won't load but old skins will
