Flowers not growing with bonemeal

Bonemealing in the new snapshot in Plains Biome and Flower forest Biome only generate grass in the newest snapshot (20w28a). I reverted back to 1.16.1 and flowers were generating normally. Re-updated to the snapshot and it only generated grass again. pictures below for flower forest biome.
